The Blue Books on Best Practice in Investment Promotion and Facilitation are a joint initiative of UNCTAD and the Japanese Bank for International Cooperation (JBIC).

They are aimed at assisting developing countries to improve their investment environment and provide a concise, user-friendly assessment of the major impediments to investment in an economy.

To ensure follow-up, the books provide concrete and measurable activities to help governments to improve the investment climate of their country and ultimately an increase in foreign direct investment.
