The purpose of this agreement is the strengthening of the targeted selection of cargo at the Bureau of Customs, South Harbour, Manila , Republic of the Philippines. At present there is no credible automated risk management in operation in the Bureau of Customs (BOC). The initiative to introduce such an approach commenced in the late 90s but subsequently stalled and in most respects has been totally eliminated from the operational processes. The immediate objective of this agreement is to assess all current perceived and actual limitations with the view to provide a set of recommendations to re-introduce automated risk assessment operations in BOC.
