This year´s Report reviews the policy content of the poverty reduction programmes in Africa and analyses the extent to which the new poverty focus of the Bretton Woods institutions differs fundamentally from the structural adjustment programmes applied in the past 20 years.   Issues of country ownership and participation, conditionality, macroeconomic policy measures and the new emphasis on primary health care and education and governance are discussed.
