22nd Bürgenstock Meeting

Special emerging markets forum,
Thursday, September 6, 2001

 

The special emerging markets forums organised last two years were well received by the world of futures exchanges. Accordingly the 22nd edition of the Bürgenstock meeting will host a special forum organised by UNCTAD, dedicated to the necessary background for building successful futures exchanges. This programme is reproduced below.

During Bürgenstock, the Association of Futures Markets (the AFM, which gathers, amongst others, several emerging exchanges in Eastern Europe, Asia and Africa) will also held its general assembly. Moreover, the Bürgenstock meeting will emphasize emerging exchanges, as the Bolsa de Mercadorias y Futuros of Brasil (one of the success stories of the development of an emerging futures exchange which now trades the same volume of contracts as developed exchanges) is the special guest.

Mr. Rubens Ricupero, Secretary General of UNCTAD, will open the special forum. Commodity risk management is one of the fields in which UNCTAD holds internationally recognised expertise. Last year, UNCTAD's contribution to the development of emerging markets was highlighted by Mr. Ricupero in a statement at the Second Emerging Market International Fair in Geneva (see his statement).

And most recently UNCTAD has established contact with the Swiss Futures and Options Association, which has invited us to organize and chair a special roundtable on emerging derivatives markets at the Annual Bürgenstock Meeting last September. The SFOA Bürgenstock Meeting is considered as one of the most important international forum for derivative markets in which entities involved in the derivatives' industry (including international regulators) are represented at the highest level.
In 2000, the organizers of the meeting, the Swiss Futures and Options Association (SFOA), invited the United Nations Conference on Trade and Development (UNCTAD) to organize, for the second time, a special emerging market forum. Two segments on "the Future of the Cash and Derivative Markets in Central and Eastern Europe" and "Major Problems Encountered by Emerging Exchanges and Solutions Envisaged" examined the main barriers that the exchanges are experiencing at a time of extremely rapid change. Indeed, most of the emerging exchanges in developing countries and economies in transition have been created in the last ten years.
Therefore, it is important for them to exchange information and experiences. Selected papers prepared by the participants of the 2000 edition are available below in Acrobat (.pdf) or MS Word (.doc) format.
