Hybrid workshop on PPPs models for logistics platform development in the context of the Lobito Corridor in Angola

Background and objectives:

UNCTAD, under the EU-UNCTAD Joint Programme for Angola: Train for Trade II, with funding from the European Union, will organise two presential back-to-back activities in collaboration with the Regulatory Agency for Cargo Certification and Logistics of Angola (ARCCLA), Ministry of Transport (MINTRANS) and Ministry of Industry and Commerce (MINDCOM) as part of its capacity-building and training activities on PPPs.

The technical workshop on 14 June 2022 will focus on PPP models for logistics platforms in Angola in the context of the Lobito Corridor. The event is open to the public. Its objective is to build capacities and promote discussions among key stakeholders on logistics platforms and PPPs development in Angola with a special focus on the role of the logistics platforms projects of Caála (Huambo) and Luau (Moxico), linked to the Lobito Corridor. This specific corridor has been chosen because of the two above-mentioned logistics platforms for which the tender for concession has been launched recently by ARCCLA, and for their added value in complementing other concessions of the Lobito Corridor, namely the Port of Lobito terminals and the railway Caminhos de Ferro de Benguela (CFB). This will promote trade and supply chain development including agriculture along the Lobito corridor. Further, the Caala platform in Huambo has the potential to drain agricultural products from the hinterland to the port of Lobito, either to be exported or to be sent to the main consumer center in Luanda. The target participants are stakeholders from public and private sectors involved in trade, transport, agriculture, and logistics activities, and entrepreneurs and investors interested in developing and implementing logistics platforms in Angola.

Workshop sobre modelos de PPPs para plataformas logísticas em Angola no contexto do Corredor do Lobito

Antecedentes e objectivos:

CNUCED, no âmbito do Programa Conjunto UE-CNUCED para Angola: Train for Trade II, com financiamento da União Europeia, organizará duas actividades presenciais back-to-back em colaboração com a Agência Reguladora de Certificação e Logística de Carga de Angola (ARCCLA), Ministério dos Transportes (MINTRANS) e Ministério da Indústria e Comércio (MINDCOM) como parte das suas actividades de capacitação e formação em PPPs.

O workshop técnico de 14 de Junho de 2022 incidirá sobre modelos PPP para plataformas logísticas em Angola, no contexto do Corredor do Lobito. O evento é aberto ao público. O seu objectivo é desenvolver capacidades e promover discussões entre as principais partes interessadas sobre plataformas logísticas e desenvolvimento de PPPs em Angola, com especial enfoque no papel dos projectos de plataformas logísticas de Caála (Huambo) e Luau (Moxico), ligados ao Corredor do Lobito. Este corredor específico foi escolhido devido às duas plataformas logísticas acima referidas para as quais o concurso para concessão foi lançado recentemente pela ARCCLA, e pelo seu valor acrescentado em complemento de outras concessões do Corredor do Lobito, nomeadamente os terminais do Porto do Lobito e o Caminhos de Ferro de Benguela (CFB). Isto irá promover o desenvolvimento do comércio e da cadeia de abastecimento, incluindo a agricultura ao longo do corredor do Lobito. Além disso, a plataforma Caala no Huambo tem o potencial de escoar produtos agrícolas do interior para o porto do Lobito, quer para serem exportados quer para serem enviados para o principal centro de consumo em Luanda. Os participantes alvo são partes interessadas dos sectores público e privado envolvidas no comércio, transportes, agricultura e actividades logísticas, e empresários e investidores interessados em desenvolver e implementar plataformas logísticas em Angola.
