Presentation of the UNCTAD Live Implementation Matrix - Apresentação da Matriz de Implementação Live da CNUCED

Background and objectives:

An Investment Policy Review (IPR) of Angola was prepared under the EU-UNCTAD Joint Programme for Angola: Train for Trade II and validated by national stakeholders in Angola in 2019. The IPR report contains a series of concrete recommendations for policy and programmatic action in view of improving the investment environment. The objective of the information session held on 21 May 2021 was to present and discuss a new UNCTAD tool to monitor the implementation of IPR recommendations through an online system entitled UNCTAD Live Implementation Matrix.

Results achieved:

The session counting with the participation of 45 Angolan stakeholders was opened by the Chairman of the board of directors of the Private Investment and Export Promotion Agency of Angola (AIPEX), Mr. António Henriques da Silva, with an intervention highlighting some of the recent investment and business environment related reforms carried out in the country. UNCTAD provided a brief recap of the recommendations of the IPR report of Angola, the functionalities of the Live Implementation Matrix and the specific role of a country contributor to the system in view of monitoring the implementation of IPR recommendations. This was followed by a comprehensive discussion on the content of some of the IPR recommendations, recent reform actions and some capacity building needs. In his closing remarks, Mr. Henriques da Silva underlined the importance of the IPR recommendations and the close monitoring of their implementation, reiterating the essential role of the EU-UNCTAD Joint Programme for Angola: Train for Trade II, in providing capacity building support to Angola.

Antecedentes e objetivos:

Uma Revisão da Política de Investimento (IPR) de Angola foi elaborada no âmbito do Programa Conjunto UE-CNUCED para Angola: Train for Trade II e validada pelas partes interessadas nacionais em Angola em 2019. O relatório IPR contém uma série de recomendações concretas para políticas e ações programáticas com vista a melhorar o ambiente de investimento. O objetivo da sessão de informação realizada em 21 de maio de 2021 foi apresentar e discutir uma nova ferramenta da CNUCED para monitorar a implementação das recomendações do relatório IPR por meio de um sistema online intitulado UNCTAD Live Implementation Matrix.

Resultados alcançados:

A sessão que contou com a participação de 45 parceiros angolanos foi aberta pelo Presidente do Conselho de Administração da Agência de Investimento Privado e Promoção das Exportações de Angola (AIPEX), Dr. António Henriques da Silva, com uma intervenção de destaque algumas reformas recentes do ambiente de investimento e de negócios realizadas no país. A CNUCED forneceu uma breve recapitulação das recomendações do relatório IPR de Angola, as funcionalidades da Matriz de Implementação Live e o papel específico de um país contribuidor para o sistema, tendo em vista o monitoramento da implementação das recomendações do relatório IPR. As apresentações foram seguidas por uma discussão abrangente sobre o conteúdo de algumas das recomendações do relatório, ações de reforma recentes e algumas necessidades de capacitação. Nas suas observações finais, o Dr. Henriques da Silva sublinhou a importância das recomendações IPR e do acompanhamento próximo da sua implementação, reiterando o papel essencial do Programa Conjunto UE-CNUCED para Angola: Train for Trade II, no fornecimento de apoio ao desenvolvimento de capacidades para Angola.
