UNCTAD MENA Participation at the African Competition Forum

11 - 12 October 2018
Hôtel Les Jardins de l'Agdal
Marrakech
, Morocco

The African Competition Forum (ACF) is a network of 35 regional and national competition authorities in Africa. ACF provides an ideal platform to draw the attention of competition authorities to contribute to the discussions on competition policy in a globalizing world economy. Since ACF was created, the members have developed the great tradition to meet biannually to acknowledge the work done throughout the 2 years, and to discuss upcoming challenges and future work and more generally to exchange experiences.

UNCTAD is the focal point on all work related to Competition Policy and Consumer Protection within the United Nations system. The mandate, which dates from to the adoption of the UN Set recognizes that the basic norms of competition law should extend to the operations of enterprises, including TNCs, in developing countries. In compliance with its mandate, UNCTAD has been engaged in technical capacity projects across the world. In this capacity and with the aim to enhance the development of human resources in competition agencies, UNCTAD supports the participation of MENA competition agencies’ officials to the ACF in an attempt to contribute to peer learning and exchange.

The event will focus on new approaches of Competition law enforcement and the lessons to be drawn from the ASEAN / LATAM countries. Also, the forum will touch upon the work of regional bodies’ (EAC, ECOWAS, COMESA, SADC or AU) working at the interface between trade and competition. MENA participants will participate to the session dedicated to the advocacy for young agencies and agency effectiveness. The session will contribute to sharing the experience of Morocco and Jordan with the UNCTAD MENA project and provide the opportunity to learn from more enforcement-experienced agencies.

The forum will conclude with the topic on abuse of dominance in network industries - telecommunications or banking and the challenges faced by competition agencies along with sector regulators.
