Trade Policy Framework for Jamaica: UNCTAD supports Jamaica in improving trade performance and mainstream trade in its development strategy

The report of the Trade Policy Framework for Jamaica is the result of a two-year project involving  UNCTAD research and technical support and  collaboration and consultations with several Governmental entities.

The ongoing review of Jamaica's trade policy is motivated by the Government's assessment that the country' trade has underperformed over the last 20 years and by changes in the global trading environment. By reviewing its trade policy, Jamaica seeks to improve its trade and export performance and mainstream trade in its development strategy.

The report provides a review of the country's overall national development objectives and recent economic trends, an analysis of linkages between existing strategies and plans in different spheres of policymaking and trade policy in both the goods and services sectors, and recommendations for integrated strategic approaches to achieving the country's key vision and objectives for its trade policy. Some of the recommendations included

  • Rationalize and review existing incentives to promote selected areas (including dynamic sectors, vulnerable communities, upgrading capacities and strengthening linkages)

  • Promoting contract manufacturing linking up SMEs

  • Formulating a comprehensive strategy to develop science and technology to improve Jamaica's competitiveness

  • Formulating proactive marketing strategies with a special focus on the western Hemisphere and CARICOM

  • Strengthening institutional mechanisms for inter-institutional dialogue and policy coordination, to improve policy coherence

Jamaica incorporated some of the recommendations from the study in the new draft policy presented to the cabinet by the end of 2013.
