Description:
Phase I of the project
will assess problems arising in the field of international trade
and environment in Lusophone countries, as well as identify capacity
building/training needs and possible solutions to the existing problems
will be identified. Two project components will be prepared: one
national component for Mozambique, and one regional component for
three Lusophone countries (Mozambique, Cape Verde and Sao Tome and
Principe). It is expected that Mozambique will play a lead role
in the regional component. UNCTAD's ongoing technical cooperation
programme on Trade, Environment and Development and the pedagogic
and didactic potential that UNCTAD's TRAINFORTRADE programme may
provide for Lusophone countries constitute a solid basis for the
effective backstopping of this project. A detailed plan of action
and project document will be prepared, for the implementation of
the Phase II (starting in early 2000), which will contain the two
components described above.
Objectives:
National
Component for Mozambique
Phase I -
- To identify the capacity
building and training needs for Mozambique in the field of international
trade and environment
- To build capacities
for policy making and coordination in the area of trade, environment
and development in key Government ministries
- To strengthen Mozambique's
capacity to participate in relevant international discussions
on trade and environment foreseen during the WTO Millennium Round,
UNCTAD X and CSD-2000.
Phase II
-
On a preliminary basis,
it has been agreed that technical co-operation activities should
in the long run aim at:
- Promoting dialogue
and co-ordination at the national level, with a view to raising
awareness, promoting the integration of trade, environment and
development, and strengthening capacities to deal with trade and
environment issues ·
- Supporting the effective
participation of Mozambique in international trade and international
environmental deliberations and negotiations
- Strengthening of research
capacities through the promotion of studies to be carried out
by national research teams
- Identifying new trading
opportunities The project will produce studies, organize policy
dialogues as well as provide intensive training (TRAINFORTRADE
)
In addition, it is envisaged
to hold three major meetings, as follows:
- An intensive training
workshop in Geneva for approximately 8 persons from Mozambique,
consisting of staff from MICOA, MICTUR and MAP (two staff members
from each ministry) as well as representatives from the civil
society.
- A large national seminar
on trade and sustainable development involving relevant government
and civil society sectors (for approximately 50 people).
- A seminar to be held
in a province (either in Zambesia or Nampula).
Regional component for Lusophone: Mozambique, Cape Verde and Sao
Tome and Principe
Phase
I -
Objective:
To identify the problems encountered in Mozambique, Cape Verte and
Sao Tome and Principe in the field of international trade and environment,
and to seek, in particular through an adapted training programme,
to design a plan of action to enhance the conditions of development
of international trade in these countries.
Note:
Considering that Mozambique's economic situation has already largely
been examined, only those analyses relating to training and distance
learning will be carried out for that country.
Phase
II -
The objective
of the project's Phase II of the programme (which will precisely
be defined after the assessment of training needs), is to respond
to the needs of the international trade sector in the field of environment,
through training in particular. This training will allow staff and
personnel from the various administrations as well as companies
and entreprises concerned to "recycle" themselves, to
acquire the knowledge necessary for optimizing international trade.
According to the problems and target population identified, this
will involve:
1. the implementation
of training for international trade and environment capacities in
Mozambique, Cape Verde, and Sao Tome and Principe, introducing a
training methodology largely relying upon the training of trainers
2. proposing
a plan for the training of trainers
3. defining
the training for international trade and environment programmes
necessary for the target population
4. identifying
the complementary pedagogic equipment necessary for the training
of international trade staff, officials in charge of environment
issues, and for the development of distance learning facilities
5. regular
adaptation and delivery of the course and pedagogic material developed
by the TRAINFORTRADE programme
6. participation
in the international exchange and cooperation network developed
in the context of the TRAINFORTRADE programme
7. definition
and implementation of a technical support programme for improving
the management of environmental issues and international trade modalities.
Activities:
National
Component for Mozambique
Phase I -
Activity 1: An
intensive two-day workshop, with the participation of around 15
persons to prepare a programme of action as well as a detailed project
proposal. The workshop will be held on 5 and 6 October 1999. Participants
will be drawn from MICOA, MICTOR, MAP and associated institutions,
the business community, academia and NGOs, as well as UNCTAD, UNEP
and ICTSD. UNDP and bilateral donors in Mozambique would also be
invited to participate.
Activity 2: An
UNCTAD consultant (Mr. Lucas Assuncao, ICTSD) will prepare a background
note on Trade, Environment and Development in lusophone countries
in Africa (based on a preliminary study prepared by UNCTAD as well
as information and analysis collected in the mission) as well as
a powerpoint presentation (both in Portuguese). The consultant will
work closely with the TRAINFORTRADE programme to define a training
capacity building programme in the field of trade and environment
specially adapted for Mozambique.
Activity 3: UNCTAD/UNEP/ICTSD,
MICOA, MICTUR and MAP will prepare notes for discussion in the workshop.
All notes will be in Portuguese. The workshop will thus result in
the definition of a long-term programme for Mozambique, to be managed
by UNCTAD. The commitments of the different parties to the project
(Mozambique, UNCTAD) and donors will also be defined.
Phase II

Regional
component for Lusophone: Mozambique, Cape Verde and Sao Tome and
Principe
Phase
I -
Activity
1: A short UNCTAD mission (one week in each country) will take
place in these countries, in order to examine with national authorities
all aspects related to the definition of a plan for developing international
trade in the field of environment, closely associating a particularly
adapted capacity building programme in that field.
This involves:
1. Identifying
the services that could be provided by the countries in the context
of long-term development
2. Analyzing
each country's international trade and environmental situation,
and identify possible problems and their potential solutions, particularly
in the field of human resources development
3. Identifying
each country's training potential in the field of international
trade, in particular their capacity to respond to the national training
needs of actors in the field of international trade and the environment
4. Identifying
each country's potential for distance learning networks, including
their capacity to deliver the specially adapted TRAINFORTRADE distance
learning programme
5. Identifying
the strengths and weaknesses of existing training institutions and
distance learning networks capable of responding to the needs identified
6. Proposing
a plan for the training of trainers, adapted for the national experts,
teachers and instructors that will be selected for the project,
as well as the complementary modern pedagogic equipment
7. Proposing
a training programme intended for actors of the international trade
sector in charge of environmental matters of the countries concerned
8. Examining
the financial implications deriving from the implementation of this
programme
9. Examining
the modalities of cooperation between the three countries in the
field of training. Phase II of the project will be prepared - that
is, a plan of action in the field of international trade that best
responds to the present situation, to the current needs of the sector,
as well as the cooperation scheme in the context of TRAINFORTRADE's
worldwide programme. The propositions will integrate post-training
follow-up actions, and support in the technical fields of trade
and environment. This will allow for a clear and objective assessment
of the impact of the training actions undertaken. A project document
will be prepared for national authorities, stating the objectives,
results, activities and budget of the support project (Phase II).
Activity
2: A meeting with the people in charge of the international
trade and environment sectors of the three countries concerned will
be organized, jointly with UNCTAD, in order to:
1. Examine
the conclusions of the UNCTAD mission and the main propositions
2. Define
the recommendations and regional plan of action to be implemented
in the field of training for international trade and environment.
The plan of action will identify, particularly, the different commitments
of each party to the project.
