High-level meeting on mobilizing institutional investment in infrastructure in Angola

Background and objectives: 

In the context of the EU-UNCTAD Joint Programme for Angola: Train for Trade II and with funding support provided by the European Union, UNCTAD and the Fundo Soberano de Angola (FSDEA), the sovereign wealth fund of Angola, will organize a high-level meeting to discuss opportunities, strategies and practical measures to mobilize institutional investment for infrastructure development in Angola and maximize its contribution to sustainable and inclusive development in the country.

Infrastructure plays an instrumental role in building productive capacity, improving economic efficiency, enhancing Angola’s attractiveness to international investors, and improving the livelihoods of the population, including in rural areas, and ultimately unleashing Angola’s development potential. Given the large investments required for infrastructure development in the country, the Angolan government has been proactively promoting long-term investment by domestic and international financial institutions in the sector.

With an aim to support Angola’s efforts to mobilize long-term institutional investment for infrastructure development, with a focus on transport and logistics infrastructure, the event will bring together senior officials from relevant ministries in Angola, executives from domestic and international institutional investors and international investment experts to discuss opportunities and strategic issues in infrastructure investment facing institutional investors.

In particular, the event will highlight investment opportunities for institutional investors, share successful strategies and practices at national and international levels, and look into practical measures and tools required to attract institutional investment in infrastructure and maximize it.

Results achieved:

The event highlighted investment opportunities for institutional investors, discussed strategic issues in infrastructure investment faced by institutional investors, shared successful strategies and practices at national and international levels, and investigated practical measures and tools required to attract institutional investment in infrastructure.

The event convened almost 100 participants (female: 38; male: 60), which included senior officials from relevant ministries in Angola, executives from domestic and international institutional investors, and international investment experts. The meeting opened with remarks and keynotes from high-level officials and was structured around four thematic sessions: i) Investment opportunities in infrastructure and the policy environment in Angola; ii) institutional investment in infrastructure and sustainable investment; iii) mobilizing institutional investment in infrastructure: strategies and best practices; and iv) maximizing the development impact of institutional investment in infrastructure. Each session was followed by an interactive segment creating a high level of engagement between local participants and international experts.

The high-level meeting created significant synergies with other activities, such as technical assistance in PPP project development for financing transport infrastructure, carried out under the Transport and Trade Logistics component of the EU-UNCTAD Joint Programme for Angola, and helped magnify the impact of these activities.

Next steps: 

The project envisages four main follow-up activities, that also incorporate the key takeaways from the workshop:

1. A report on infrastructure investment by sovereign and public investors, with a focus on Africa.
2. A guide on sustainability integration for institutional investors. The guide will provide step-by-step directions on how sovereign wealth funds and public pension funds can integrate sustainability into their mission, investment strategy, and portfolio.
3. Key findings of both the report and the guide will be presented to FSDEA in a follow-up workshop.
4. UNCTAD will invite the FSDEA to present investment opportunities in Angola at the World Investment Forum (WIF), which will take place in October 2023 in Abu Dhabi in UAE.

Reunião de alto nível sobre a mobilização de investimento institucional em infra-estruturas em Angola

Antecedentes e objectivos: 

No contexto do Programa Conjunto UE-CNUCED para Angola: Train for Trade II e com o apoio financeiro fornecido pela União Europeia, a CNUCED e o Fundo Soberano de Angola (FSDEA), organizarão uma reunião de alto nível para discutir oportunidades, estratégias e medidas práticas para mobilizar investimento institucional para o desenvolvimento de infra-estruturas em Angola e maximizar a sua contribuição para o desenvolvimento sustentável e inclusivo do país.

As infra-estruturas desempenham um papel fundamental na construção da capacidade produtiva, na melhoria da eficiência económica, no aumento da atractividade de Angola para os investidores internacionais, e na melhoria da subsistência da população, incluindo nas zonas rurais, e, em última análise, na libertação do potencial de desenvolvimento de Angola. Dados os grandes investimentos necessários para o desenvolvimento de infra-estruturas no país, o governo angolano tem vindo a promover proactivamente o investimento a longo prazo das instituições financeiras nacionais e internacionais no sector.

Com o objectivo de apoiar os esforços de Angola para mobilizar investimentos institucionais a longo prazo para o desenvolvimento de infra-estruturas, com enfoque nas infra-estruturas de transporte e logística, o evento reunirá altos funcionários de ministérios relevantes em Angola, executivos de investidores institucionais nacionais e internacionais e peritos internacionais em investimento para discutir oportunidades e questões estratégicas de investimento em infra-estruturas enfrentadas pelos investidores institucionais.

Em particular, o evento irá destacar oportunidades de investimento para investidores institucionais, partilhar estratégias e práticas bem sucedidas a nível nacional e internacional, e analisar medidas e instrumentos práticos necessários para atrair investimento institucional em infra-estruturas e maximizá-lo.

Resultados alcançados:

O evento destacou oportunidades de investimento para investidores institucionais, discutiu questões estratégicas de investimento em infra-estruturas enfrentadas por investidores institucionais, partilhou estratégias e práticas bem sucedidas a nível nacional e internacional, e investigou medidas práticas e instrumentos necessários para atrair investimento institucional em infra-estruturas.

O evento reuniu quase 100 participantes (mulheres: 38; homens: 60), incluindo altos funcionários de ministérios relevantes em Angola, executivos de investidores institucionais nacionais e internacionais, e peritos em investimento internacional. A reunião foi aberta com comentários e notas-chave de altos funcionários e foi estruturada em torno de quatro sessões temáticas: i) oportunidades de investimento em infra-estruturas e ambiente político em Angola; ii) investimento institucional em infra-estruturas e investimento sustentável; iii) mobilização do investimento institucional em infra-estruturas: estratégias e melhores práticas; e iv) maximização do impacto de desenvolvimento do investimento institucional em infra-estruturas. Cada sessão foi seguida por um segmento interactivo criando um elevado nível de envolvimento entre os participantes locais e os peritos internacionais.

A reunião de alto nível criou sinergias significativas com outras actividades, tais como assistência técnica no desenvolvimento de projectos PPP para o financiamento de infra-estruturas de transporte, realizada no âmbito da componente de Transporte e Logística de Comércio do Programa Conjunto UE-CNUCED para Angola, e ajudou a ampliar o impacto destas actividades.

Próximas etapas: 

O projecto prevê quatro actividades principais de seguimento, que também incorporam as principais conclusões do workshop:

1. Um relatório sobre o investimento em infra-estruturas por investidores soberanos e públicos, com enfoque em África.
2. Um guia sobre a integração da sustentabilidade para investidores institucionais. O guia fornecerá orientações passo a passo sobre como os fundos soberanos e os fundos de pensões públicos podem integrar a sustentabilidade na sua missão, estratégia de investimento, e carteira.
3. As principais conclusões tanto do relatório como do guia serão apresentadas ao FSDEA num seminário de acompanhamento.
4. A CNUCED convidará o FSDEA a apresentar oportunidades de investimento em Angola no Fórum Mundial de Investimento (WIF), que terá lugar em Outubro de 2023 em Abu Dhabi, nos Emirados Árabes Unidos.
