Workshop on E-commerce and Alternative Consumer Dispute Resolution organized by UNCTAD's COMPAL Programme and the Costa Rican Consumer Protection Agency DAC

20 - 21 May 2013
Herradura Hotel
San José
, Costa Rica

The COMPAL Programme and the Costa Rican Consumer protection agency will hold a national workshop on e-commerce and alternative consumer dispute resolution.

The COMPAL II Programme has been supporting the upgrade of the competencies of the Costa Rican agency (DAC) concerning pressing issues, particularly: e-commerce and alternative consumer dispute settlement. DAC civil servants have previously undergone training workshops with the COMPAL programme but those did not cover these  two issues. Costa Rica has been adopting new regulations in both fields and now needs to train its civil servants to enforce the law. This will also be an opportunity to share international best practices on the issues addressed.

The National Workshop on E-commerce and Alternative Consumer Dispute Resolution will enable DAC civil servants to: (i) share international best practices; (ii) train DAC official on these issues; (iii) ensure a uniform enforcement of the law; (iv) engage in
academic
debate on the best ways to address the issues raised; (v)  and engage the different agents within the State (judiciary, and executive plus media and the academy) in consumer protection
law enforcement
.

Expected outcome / Deliverables:
- participation of high level state officials (ministers, heads of consumer protection agencies) and a majority of  DAC civil servants.
- all participants to be trained in recent developments in e-commerce and alternative dispute settlements resolution procedures for consumer disputes.
- engagement of the academic community in the work of DAC.
