Capacity Building Workshop at the Fifth Meeting of the Continental Free Trade Area Technical Working Group on Rules of Origin

​The capacity building workshop addressed one of the central and most sensitive elements of the CFTA for the African Union Commission. In-depth technical tools developed by UNCTAD, such as utilization rates and an input output matrix were illustrated to the participants. The workshop provided essential knowledge on negotiation and drafting of Rules of Origin (RoO).

Topics included the development of RoO, their substance and form, as well as criteria for their substantial transformation, such as:
A) Ad valorem criteria,
B) Change of tariff classification rules, and
C) Specific manufacturing rules.

Given the complexity of RoO and the overall level of expertise of the participants, discussions are currently ongoing with the African Union for the development of a capacity building program, which will include:
A) Intensive courses on drafting RoO,
B) Further technical training to support the negotiation process,
C) Drafting of a technical manual,
D) Drafting of the guidelines for implementation.

International best practice and CFTA countries’ industrial development plans will be considered when formulating product specific RoO.
