Capacity Building Workshop at the Seventh Meeting of the Continental Free Trade Area Technical Working Group on Rules of Origin and Advisory Services During the Following Negotiations on Rules of Origin

​Building on previous trainings for the Continental Free Trade Area Technical Working Group on Rules of Origin, UNCTAD will provide tailored technical assistance during the Seventh Meeting from 30-31 July 2018.

The focus of the Capacity Building Workshop relies on specific criteria for Rules of Origin, such as the requirements for:

a) Wholly obtained;
b) Sufficiently worked or processed

1) Value added; 
2) Non-originating material content; 
3) Change in tariff heading; and
4) Specific processes.

In addition, in-depth analysis will be provided on the drafting of the ad-valorem percentage criterion, in comparison with best practices and respective regulations in African Regional Communities such as COMESA, ECCAS and SADC.

In this context, a technical note on the methodologies for drafting the ad-valorem percentage criterion has been elaborated and circulated to stakeholders.

Upon the request of the African Union, UNCTAD is also providing technical advisory services during the following negotiations of the African Continental Free Trade Area (AfCFTA) on Rules of Origin from 1 to 11 August 2018.
