Burkina Faso, like most Least Developed Countries, faces a major challenge to achieve strong, sustainable and inclusive growth in order to significantly reduce persistent poverty and inequality.
This challenge is compounded by simultaneous shocks: the Covid-19 pandemic, climate change, inflation and the country's security situation.
In this context, one of the most relevant options is the development of productive capacities to transform the economy and achieve inclusive and sustainable growth. It is therefore necessary to give a more central and cross-cutting role to policies for developing Burkina Faso's productive capacities.
This report presents a coherent and operational strategy based on six pillars:
- Setting realistic objectives.
- Removing major constraints to the development of productive capacities.
- Enhancing the potential of women and youth.
- Promoting the private sector.
- Developing and diversifying exports and facilitating structural transformation.
- Strengthening the coherence of public policies and the quality of governance and institutions.
Clear, measurable and country-specific actions are proposed for each pillar.
The report also highlights two key elements for the successful implementation of the strategy: the mobilisation and allocation of domestic resources and a credible monitoring and evaluation system.
This Report is one of the main outputs of the 12th Tranche UN Development Account Project on "Coherent Strategies for Productive Capacity Development in African Least Developed Countries" which was launched in the first quarter of 2020 and is being implemented in Burkina Faso, Rwanda and Tanzania.
