Multi-year expert meeting on enterprise development policies and capacity-building in science, technology and innovation (STI) (third session)

This multi-year expert meeting, held for the first time in January 2009, is aimed at identifying policies and best practices that encourage the creation and promotion of the international competitiveness of small and medium-size enterprises (SMEs) and capacity-building in science, technology and innovation.

As a follow-up to the first and second sessions, the third session will have the theme "How to encourage innovation and entrepreneurship through education at all levels: the role of educational and research institutions in preparing innovative and entrepreneurial leaders - preparing the next generation of innovators and entrepreneurs".

The outcome of the meeting will be used to design a policy toolkit with a comprehensive policy framework for the promotion of entrepreneurship and innovation, and to identify a series of best practices to advise developing countries on how to set up and sequence the implementation of a comprehensive entrepreneurship development policy and how to promote the design and implementation of policies that can contribute significantly to STI capacity-building.

The meeting will focus on the important role entrepreneurship education institutions play in developing entrepreneurial attitudes, skills and behaviours, and the need for STI capacity-building to enable technology adoption and innovation among developing country firms and institutions.

It will present an overview of different programmes and approaches to entrepreneurship education to enable policymakers to formulate, monitor and evaluate national policies to inspire and enable individuals to start and grow entrepreneurial ventures.

Special attention will be devoted to the link between entrepreneurship education and different development objectives, as well as to the challenges developing countries are facing, such as the lack of role models, high barriers to entry, predominance of "necessity" vs. "opportunity" entrepreneurs, limited policy coordination and lack of funding.

Experts will identify policies and practices aimed at reinforcing science and technology education at all levels of education and discuss the roles of educational and learning institutions in STI-led development.

As STI activities are becoming increasingly globalized, educational and research institutions and firms are moving towards higher levels of interaction and openness. This trend is buttressed by the increasing globalization and mobility of experts, as well as finance.

As international STI cooperation is becoming an increasingly attractive policy option, experts will discuss how developing and supporting partnerships among science, technology and development stakeholders, nationally and internationally, can help develop a favourable STI environment.
