UNCTAD, through its DMFAS Programme, is firmly
established as one of the leading international organisations in the field of
debt management capacity building. At the crossroads between international and
domestic finance, governance and information technology, the Programme helps
governments with developing and transitional economies build their debt
management capacity at all levels.

Through its extensive collaboration with countries and
organizations worldwide, UNCTAD translates debt management practices into specialized products and services. These products
and services are provided to countries through activities covered by the
Programme’s framework of technical cooperation projects. Activities covered by
these projects assist governments in meeting the common debt management
challenges they face, such as how to produce accurate, up-to-date debt data for
reporting and analysis purposes, how to develop the appropriate institutional
and administrative structures for debt management and how to ensure staff are
correctly trained in debt management procedures.

Project activities cover the provision of a specialized debt
management software, the Debt Management Financial and Analysis System (DMFAS)
as well as installation, training and assistance in its effective use, in
particular to enable debt officers to establish a complete and up-to-date debt
database and to provide timely and accurate debt statistics. They also cover
maintenance and system support, the procurement of appropriate equipment where
necessary, advice on institutional and procedural issues, participation of
government officials in DMFAS training seminars in Geneva (or regional
location), study tours for government officials to other DMFAS user countries,
and support for debt analysis and the development of debt management
strategies.
