The advisory services are normally delivered as part of technical assistance projects, complementing the other services provided.

- Analysis of the institutional and legal framework
- Analysis of workflows and business processes
- Analysis of communication and information flows
- Preparation of procedures manuals for recording and reporting
- Database building
- Integration of debt management with the broader public finance management framework, including integrated financial management systems (IFMIS)
- Organization of country participation in national and regional workshops, as well as study tours and international meetings
- General issues related to operational debt management
